Description

The Cosumnes Community Services District is looking for a highly motivated, qualified individual to join our team to fill a full-time Physical Asset Manager (PAM) position for the Facilities Management Division in theDepartmentof Administrative Services. Utilizing CityWorks, the District's Centralized Maintenance Management Software (CMMS), and other programs, this position performs a wide variety of responsible, professional-level duties reporting to the Director of Facilities Management and regularly provides supervision to personnel assigned to the Asset Management team. Eligibility List

Candidates passing the critical criteria and who meet the minimum qualifications of the position will be ranked based on their final score in the assessment process and placed on the eligibility list. Once the District has an established eligibility list, the list will remain in effect for twelve months and will be used to fill future vacancies as they occur.

POSITION SUMMARY
Under general direction, the Physical Asset Manager is responsible for leading and coordinating the development and implementation of an asset management program that includes physical assets maintained and/or operated by the Cosumnes Community Services District (District). District departments include Park and Golf Operations, Fire, and Administration. Incumbent will consider day-to-day operations, capital resources, and finance functions to develop and implement long-range capital improvement planning with the objective of maintaining, renewing, and or replacing the District's infrastructure. The Physical Asset Manager will also lead or coordinate activities associated with the District's Financial, Capital Improvement Planning, Risk Management, Information Technology, and Geographical Information Systems functions to form a complete integrated asset management program. The PhysicalAsset Manager works closely with several District-wide cross-functional teams focused on the financial health of the asset management program. The Physical Asset Manager will also provide centralized management of the district's Storm Water Pollution Prevention Plans (SWPPP) and Central Maintenance Management System (CMMS). Performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the assigned department management personnel. This position may act as a project leader and provide direct supervision and/or lead direction to lower-level clerical support staff.

Duties and Responsibilities

TYPICAL DUTIES AND RESPONSIBILITIES

Provides oversight and management of a comprehensive program assuring the ongoing maintenance, deferred maintenance, life cycle replacement, and renovation of facilities.
Creates and maintains comprehensive asset management/strategy plans for each District asset, including new assets, and creates accurate methodologies for calculating financial results using projections or presumptions, and long-term strategic plans.
Develops and manages the District's asset management program, including tracking existing assets, the addition of new assets, performance tracking for operations and maintenance (O&M) activities, implementation of standardized business processes, and related reporting.
Maintains the integrity and accuracy of the asset register by tracking and updating asset acquisitions, replacement/decommissioning, and associated replacement costs and condition assessments.
Performs site inspections of District facilities for the purpose of asset inventory and condition assessment.
Gather project close-out documents and enter warranty information into the system of record.
Conducts analysis and summary reports to determine concerns affecting the financial and/or physical health of District assets.
Conducts procedures conforming to federal and state regulatory standards and industry best practices.
Ensures policies and capitalization procedures are followed in accordance with procurement, budget, and accounting principles.
Collaborates with all departments, utilizes data analytics, and the Asset Management System to monitor inventory status, asset life cycles, asset valuation and depreciation, maintenance and replacement, budgeting, and cost center accounting.
Collaborates with GIS and oversees the regular updating of the District's inventory of fixed assets to verify the existence, nonexistence, or transfer of an asset.
Assists management in identifying and minimizing lifecycle costs through the development of condition assessment processes and preventive maintenance strategies to reduce unplanned repair and replacement.
Assists with capital project prioritization and asset renewal and replacement schedules.
Develops and recommends policies and procedures for overseeing the management of District fixed assets, including developing strategies to increase District's ROI and minimize risk and loss.
Ensures and tracks regulatory compliance of District facilities, including operational permits such as EPA, CEQA, SWPPP compliance, and other permit monitoring as required. Collaborates with the Finance Division to ensure proper categorization, valuation, and depreciation of assets.
Provides assistance to auditors during Fixed asset audits.

Qualifications

Typical Qualifications
Any equivalent combination of training and experience, which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. The education or experience requirement may be modified or waived at the sole discretion of the General Manager. At least one of the education or experience requirements must be met; however, both requirements cannot be modified or waived. A typical way to obtain the knowledge and skills would be:

Education and Training:
Bachelor's degree or equivalent education in architecture, engineering, maintenance operations management/construction science, finance, economics, business administration, public administration, public policy, or related field.

Substitution of Education:
Experience and/or education of an equivalent level, as required in the minimum qualifications, may be substituted on a year-for-year basis.

Experience:
Three (3) years of professional experience in managing assets of buildings, equipment, facilities, and infrastructures, project management or construction/engineering experience that includes responsibility for asset maintenance management and financial analysis, or a closely related field.
A strong financial background in budgeting, forecasting, and financial reporting and analysis of asset portfolios.
Experience in the use and development of technologies supporting asset planning, maintenance/facilities management, and associated configuration management processes as a subject matter expert.

Special Requirements:
Certification in Production and Inventory Management (CPIM) and/or a professional certificate in Asset Management is preferred.
Experience as a subject matter expert in using Cityworks GIS-centric asset lifecycle management system is highly preferred.
Must possess a valid California Driver's license.

Knowledge of:
Principles, methods, practices, and techniques involved in fixed asset management.

Geographic Information System Software (ESRI platforms preferred).
Principles and practices of physical inventory control management practices and standards within a government agency and management of public records.

Typical Working Conditions
Work is typically performed in both indoor and outdoor environments. Incumbents are exposed to noise, moisture, dust, vibrations, and various types of weather, including heat and cold. Work may take place and require travel in a vehicle to and from off-site indoor and outdoor locations throughout the District. The District promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
